On June 18, as part of SPIEF, a business breakfast was held on the following topic: "The role of IT in the implementation of the National Technology Initiative", organized jointly by RVC, RAEC, and RUSSOFT.
The Minister of Communications and Mass Communications Nikolai Nikiforov gave a welcoming speech to the participants of the business breakfast and noted,
Our country needs a strategy for the development of the digital economy. Today, we have to keep in mind that there will not be any non-digitalized industry in the near future. We either have to lead this process of digitalization, or we will have to prepare ourselves to become a lot more dependent on the state, because the economy will not be able to develop without information technologies.
Opening the discussion, the General Director of Russian Venture Company Igor Agamirzyan told about the role of IT-companies in the formation of the new technological landscape. According to him, IT-business should serve as a guide to transform traditional businesses into new modern spheres.
Even 10 years ago, the IT-business has become a role model of transformation and conversion for large traditional technology businesses. This process is now in the beginning; therefore, the professionalism of the Russian IT specialists can play a huge role in helping Russian corporations to transform itself into a more effective, modern forms and integrate into a global business, said Igor Agamirzyan.
The first breakfast was devoted to the IT and medicine convergence and HealthNet market. According to participants, the interaction of IT and medicine is one of the most promising and fast moving areas from the point of view of interaction with other IT sectors. This was said by Mikhail Samsonov, the Director of the medical department of R-Pharm, and Marina Yanina, the Director of Government Authorities Relations of Yandex.
The key objective of IT application in healthcare is to improve the quality of people's life and accessibility of health services for them. We see the potential in the application of our technologies in this area and we are actively involved in the elaboration of the issues of development of telemedicine in Russia, making it possible for patients to receive and doctors to provide medical services remotely by means of IT, said Marina Yanina.
Kirill Filippov, the General Director of SPB TVM agreed with his colleagues,
We understand the way the HealthNet market is developing. Although, there is not a huge demand for this direction yet, I believe that the market is very promising and will grow rapidly.
The second part of the discussion was devoted to the corporate culture in the new technology markets. The role of people who actually create technology is dramatically increasing in the world; hence, Russia, with its traditionally strong vocational school, has a unique opportunity to get integrated into the new guidelines, according to the director of RAEC Sergei Plugotarenko. Dmitry Peskov, the director of the Agency for Strategic Initiatives "Young Professionals" distinguishes some "genetic" traits of companies that will actively develop; this is the work in the physical and digital worlds, the construction of the internal structure of the company on the network basis and the use of artificial intelligence in a company management.
We got used to measuring IT in the number of programmers and the code that they write, but this is wrong and ineffective, said Alexander Galitsky, the Managing Partner of Almaz Capital Partners.It is important to invest in companies that are still engaged in research, trying to invent breakthrough things, but they do not have any commercial objective. They must be given it, he said.
According to Andrei Tikhonov, the President of the Tizen Association, it is important for Russia to be included in the international system of labor and cooperation division. Worldwide, there are open source projects and consortia with a possibility of cooperation.
The NTI gene is what we need; the exact initiative, which is necessary for entering the international market, he said.
The final discussion part was devoted to the NTI markets, such as AutoNet and TransportNet. According to Alexey Bakulin, the Director General of the Volgabas Group of Companies, there are two ways of development of transport — a traditional one -when new breakthrough technologies are integrated into ready-made solutions, and an alternative, when a new product is created for a drone related purposes.
We chose the second path. We have begun to actively develop the project in closed areas and in fact have created a new transport system. This is a platform which is able to solve many problems, and these are service-related objectives, he added.
In addition, the managing director of Luxoft Russia Oleg Zolotykh spoke out on the near future possibilities of the unmanned direction.
Now, cheaper solutions for driving automation are more interesting. Currently, we are on the second level of autonomous driving, when several functions interact with one other. For example, an advanced adaptive cruise control, which keeps the car on the road and controls the speed. The future is in the third and fourth levels — full automation. A car can move on its own, said Oleg Zolotykh.
Nikolaos Mavridis, an Innopolis university professor, is sure that we are seeing a real technological revolution now. According to him, unmanned vehicles will not only more technologically developed, but also safer than conventional. At the end of the discussion, Igor Agamirzyan, the General Director of RVC, said that Russia has a great potential capacity of work on new and NTI markets, but at the same time, there is concern that this potential capacity cannot be realized due to artificial attempts to limit the participation of companies in the global markets.
