In July 2015, the first meeting of the Interagency Working Group (IWG) for development and implementation of the National Technology Initiative of the Presidium of the Presidential Council of the Russian Federation on economic modernization and innovative development of Russia. The meeting was chaired by Arkady Dvorkovich, Vice-Prime Minister of the Russian Federation, and Andrey Belousov, Assistant to the President of the Russian Federation.
The outcomes of IWG's work were used as a basis for approval of the composition of the working groups for development of road maps of the National Technology Initiative (NTI) for AeroNet, AutoNet, and NeuroNet markets, which had been previously approved by the Presidium of the Presidential Council of the Russian Federation on economic modernization and innovative development of Russia (the Presidium of the Council). The working groups in joint effort with the relevant agencies are to prepare and submit the relevant draft roadmaps to the IWG before August 20. Then the draft roadmaps will be eligible for submission to the Presidium of the Council for consideration. Upon review of the NTI road-map development concepts, IWG has recommended to the Presidium of the Council to approve three new leaders of the working groups for MariNet (S.V. Generalov), HealthNet (A.E. Repik), and "EnergyNet" (B.A. Ryabov).
The agenda of the meeting also included the issues of organizational, technical, expert, and analytical support for the NTI working groups in creation of the NTI project office on the basis of the Russian Venture Company (RVC). IWG essentially endorsed the proposals to involve the Skolkovo Institute of Science and Technology in setting up the project office and development of the relevant agreement together with the Russian Venture Company.
By order of President Vladimir Putin, Russian government in joint effort with the Russian Academy of Sciences, Agency for Strategic Initiatives, and other development institutions has developed the concept of implementation of NTI, which was approved at the meeting of the Presidium of the Presidential Council of the Russian Federation on economic modernization and innovative development of Russia in June 2015. By resolutions of the Presidium of the Council there was established an Interdepartmental Working Group for development and implementation of the National Technology Initiative to coordinate the work of ministries and departments, as well as development institutions in development and implementation of the National Technology Initiative. The general approach to NTI development was based on implementation of the program of joint actions of federal executive bodies, Russian companies, research organizations, universities, project teams and development institutions, aimed at creating promising global markets with significant growth potential until 2035 and supplying the demand of the end user. The key tool for setting up the infrastructure of new global markets will be a system of road maps, including measures for creation, development, and promotion of advanced technologies, products, and services that ensure the long-term priority position of Russian companies in the formed global markets.
