The accounting chamber of the Russian Federation has chosen the best solutions in the field of data Analytics for state audit
The finalists of the DataContest Competition were 16 teams that will have the opportunity to implement their solutions in the operational processes of the accounting chamber of the Russian Federation.
DataContest, organized by the digital transformation Department of the accounting chamber of the Russian Federation with the support of the corporate accelerator GENERATIONS, was launched in November 2020. In total, more than 90 applications from about 30 Russian cities were received within the framework of the Competition during the month. More than 60 teams successfully passed the selection process and within a few weeks developed their research projects in detail with the participation of experts of the accounting chamber of the Russian Federation.
In the semi-final of the DataContest Competition, 39 teams from more than 20 Russian cities presented their decisions to the auditors and industry experts of the Agency. The finalists included developers from Moscow, St. Petersburg, Perm, Stavropol, Arkhangelsk, Tula, Kaliningrad, Nizhny Novgorod, Tomsk, Krasnodar, Yekaterinburg and other cities. The objective of the Competition is to offer effective tools for collecting, analyzing and visualizing data that can be used in various areas of activity of the accounting chamber of the Russian Federation.
The award ceremony of the projects was held on December 24 in an online format: the finalist teams presented their decisions to the management of the accounting chamber of the Russian Federation and were awarded honorary diplomas.
Here are some of the winning teams:
- Softline Digital team presented a solution in the field of standardization on the example of stationery;
- “Mozhayka Team” has developed a solution in the field of remote monitoring and control over the implementation of road activities;
- The “compliance Technologies” team presented a solution in the field of automated control and detection of collusion, manipulation and fraud in procurement under 44-FZ and 223-FZ;
- The Lemon Group team has developed an analytical tool to generate a report on the assessment of the impact of state programs on the growth of the mortgage market and the reduction of the average mortgage rate;
- The team “Tomsk Polytechnic University” created a tool for operational analysis of execution and control over organization of Federal budget execution in the sphere of nature and agriculture;
- M&A has developed solutions to encourage segregated sorting of municipal solid waste by citizens.
The teams “Repair on repair”, “Findex”, “DataContest Analyst”, “A. Kulikov and S. Luneva”, “EKVADRAT”, “Timur and his team”, “DTP Team”, “Right tail of distribution”, “Contestant”, “Octarin” also reached the final.

This is our first experience of holding a competition among data analysts in such a format, when the competition lasts for more than a month, and the task of the participants is not to create a prototype solution, but a real working project. But, judging by the huge interest shown to DataContest by data professionals, we were not mistaken either with the idea of the competition or with its format. All teams that reached the final are interesting analytical products that allow solving specific daily tasks of state audit. They can be used not only in the accounts chamber of the Russian Federation, but also in other state control and accounting bodies, including foreign ones.

The DataContest competition showed not only how much interest in data Analytics the it community has, but also what potential our country has in this direction. Within a month, we managed to collect decisions from different parts of Russia — from Moscow to Novosibirsk, which underwent a detailed expert assessment by the representatives of the accounting chamber. The selected teams worked together with experts for several weeks and refined their decisions for the final presentation to the jury. The next important step is the continuation of cooperation and the development of one of the most promising areas — the digitalization of public authorities.
We would like to remind you that this was the first long-term Competition of the accounting chamber to find solutions in the field of data Analytics.
In early 2021, the accounts chamber of the Russian Federation will hold its second Hackathon — DataAudit 2021, also with the support of GENERATIONS.
