14 applications were received for the competitive selection of NTI competence Centers in the field of Photonics and new materials

Project:  NTI competence centers on the basis of universities and scientific organizations

The acceptance of applications for the competitive selection of two new NTI competence Centers in the areas of “Photonics” and “technologies for modelling and development of materials with specified properties” has been completed. The selection is carried out in accordance with the decision of the interdepartmental working group on the development and implementation of NTI at the Government Commission for economic modernization and innovative development of Russia. The bidding documentation was approved by the Ministry of education and science of Russia.

Eight universities and scientific organizations apply for the status of the NTI competence Center in the area of “technologies of modelling and development of materials with specified properties”. Among them — National University of Science and Technology MISiS, Bauman Moscow State Technical University, Saratov State Technical University named after Yu.A.Gagarin, Institute of High Molecular Compounds of the Russian Academy of Sciences, Southern Federal University, Tomsk State University, Novosibirsk National Research University and Ural Federal University.

Six more universities applied for the status of the NTI competence Center in the area of “Photonics”. Among the participants of the competitive selection of Lomonosov MSU, National Research Nuclear University MEPhI, MIREA, D. Mendeleev University of Chemical Technology of Russia, TUSUR,, Perm State University. All submitted applications are admitted to examination. The winners will be determined by the competitive Commission of Ministry of education of Russia on the basis of assessment of scientific and technical potential in the field of end-to-end technologies, experience of management rights to results of intellectual activity, the importance of scientific and technological tasks and prospects for their commercialization, as well as potential members of the consortium and the economic model of the activities of the Centre.

We note the high interest of the scientific community in the development of research activities within the framework of the NTI competence Centers model. A mandatory condition for participation in the competitive selection is the formation by NTI Centers of a consortium of organizations for the implementation of programs for the development of end-to-end technology. The total number of consortium participants in the received applications exceeded 150 out of 27 constituent entities of the Russian Federation. Among the participants of the consortium: 37 universities; 51 scientific organizations (including 39 institutes of the Russian Academy of Sciences); 64 commercial organizations (representatives of the fields of microelectronics, instrument engineering, telecommunications, materials science, etc.). Cooperation of a wide range of consortium members allows to accelerate the process of commercialization of scientific knowledge and increase the demand for developments, accelerate their entry into the market.

The state support program for NTI competence Centers was launched in 2017. The centers are a platform for the development of cooperation of the University, scientific and business community in order to overcome technological barriers and strengthen the positions of Russian companies in the global NTI markets. The centers conduct research and educational activities in a consortium with major technology companies and scientific organizations. According to the decision of the Government of the Russian Federation, RVC is engaged in support and monitoring of the activities of the competence Centers of NTI .

In the course of the previous competitive selection, 14 competence Centers of NTI were determined on the basis of universities and scientific organizations in such areas as artificial intelligence, the Internet of things, quantum technologies, sensorics, etc. Their portfolio includes 200 research projects. In total, in 2017–2020, 8.7 billion roubles were allocated from the state budget to support the NTI competence Centres. At the same time, in 2019, the income of the Centers amounted to almost 4 billion rubles, and the co-financing of the Centers from extra-budgetary sources exceeded 1.9 billion rubles.

NTI  competence centers are units that are created on the basis of educational or scientific organizations. The centers conduct research and educational activities in a consortium with leading technology companies for the development of “end-to-end technologies”. These technologies include big data, artificial intelligence, quantum technologies, new and portable energy sources, wireless technologies, virtual and augmented reality technologies, and others. A total of 14 such Centers have been created. The operator of the NTI  competence Centers project is RVC.
