Russia Develops a Fundamental National Standard for Big Data

The Technical Committee of TC 164 “Artificial Intelligence” created on the basis of the RVC, prepared and submitted for public discussion the first edition of the Standard — “Information Technologies. Big Data. Overview and Vocabulary”. The National Center for Digital Economy of Lomonosov Moscow State University and Institute of the Information Society developed the draft standard.

The Standard — “Information Technologies. Big Data. Overview and Vocabulary” — establishes the terms and definitions of the basic concepts in the field of technologies for working with big data. The use of such technologies is essential in the telecommunications sector, banking, energy, healthcare, and other branches. Without the use of large arrays of accumulated data, it is impossible to develop artificial intelligence technologies, new production technologies, build digital twins for smart industries, and create smart cities.

The Standard is designed to provide mutual understanding in the “big data” subject field between interested parties — authorities, commercial companies, and the scientific and educational community. The unification of the conceptual apparatus will contribute to the unity of information perception, will increase the speed of its dissemination, and also will create the prerequisites for the mutual penetration of domestic and world studies in the field of technologies for working with big data.

The National Standard is part of a series of national standards that harmonize international documents in the area of big data. It is identical to the provisions of the current international standard ISO/IEC 20546: 2019 Information technology — Big data — Overview and vocabulary.

“Today, technologies for working with big data have reached a high level of maturity; their application brings tangible effects in various sectors of the economy and areas of the social sphere. Standardization of the processes of development and use of technologies for storing and analyzing big data makes it possible to share best practices, use approaches and solutions that have proven their effectiveness both in Russia and around the world,” said Yuri Khokhlov, Chairman of the Board of Directors of the Institute of the Information Society, Chief of the Working Big Data Teams of 164 “Artificial Intelligence” Technical Committee.

The Artificial Intelligence Standardization Technical Committee TC 164 was created in 2019 at the initiative of the Russian Venture Company (RVC) with the support of the Russian Ministry of Industry and Trade and Rosstandart. The scope of responsibility of TC 164 includes a wide range of issues related to the regulatory and technical regulation of various aspects of the applied use of AI technologies. TC 164 is a mirror image at the national level of the relevant international subcommittee ISO/IEC JTC 1 SC 42 “Artificial Intelligence". The composition of TC 164 includes the Working Group RG02/TС164 “Big Data”, whose secretariat is the National Center for Digital Economics of Moscow State University. The activities of RG02/TС164 are supported by the NTI Competence Center program for the storage and analysis of big data based on Moscow State University.

The National Center for Digital Economy of Lomonosov Moscow State University was founded in 2017 as a result of a decision taken by the Board of Trustees of Moscow University at the meeting chaired by the Russian President V.V. Putin. The purpose of the Center is to promote the establishment and development of digital economy in Russia. In 2018, the NTI Competence Center for Big Data Storage and Analysis Technologies was created in the organization’s structure.
