High-tech companies in Siberia can gain support during the implementation of the National Technology Initiative


Within the XXIII St. Petersburg International Economic Forum the agreement on cooperation in the implementation of the National Technology Initiative (NTI) had been signed between JSC Russian Venture Company and Interregional Association Siberian Accord in association with Plenipotentiary of the President of the Russian Federation in SFD.

The agreement provides for assistance to high-tech companies in the Siberian Federal District in obtaining financial and non-financial support through the NTI. As a result of its implementation, the number of Siberia projects that have been approved within the National Technology Initiative is projected to rise. At the moment the business support programs, launched in NTI, offer the possibility of grant and investment financing of the projects of up to RUB 500 million.

The Parties have agreed to implement the staff training programs for the NTI markets, technological brokers and technological entrepreneurs at the territory of the Siberian Federal District, as well as to develop the innovation ecosystem in the regions of Siberia. RVC and Interregional Association “Siberian Accord” will cooperate in support of local startup communities, as well as in implementation of acceleration programs.

Moreover, the agreement, signed within the SPIEF-2019, involves the active implementation of advanced technological solutions on the NTI key aspects, including unmanned vehicles, medical technologies and neurotechnologies, new energy sources and other breakthrough directions in the regions of the Siberian Federal District.

Gennady Guselnikov, Chairman of Executive Committee of Interregional Association “Siberian Accord”, stated that work on involvement of industrial companies in Siberia is already underway. So, in November 2018, the interregional program "Technet Siberia” was approved at the IV Congress of Siberian Engineers in Tomsk.

“The program "Technet Siberia” is aimed to provide the synchronous actions of the regions of Siberia in order to organize the manufacture of products and services for the NTI markets and to implement the advanced manufacturing technologies. And the agreement, signed today, is a logical continuation of the work being conducted,” said the Chairman of Executive Committee of IASA.

Sergey Menyaylo, Plenipotentiary of the President of the Russian Federation in SFD, attended a ceremony of the agreement signing, stated that the constituent entities of the Russian Federation of the Siberian Federal District actively cooperate with the development institutions of the Russian Federation and are interested in promotion of the innovation projects.

“I am convinced that the Interregional Association“ Siberian Accord”can act as an “aggregator” of the project flow from various Siberian regions, as well as conduct, tentatively speaking, “educational” activities about the National Technology Initiative among the representatives of regional administrations, organizations of science and education, and business. I consider the signed agreement to be an important milestone for fuller inclusion of Siberian regions in the work on involvement of the high-tech companies in the NTI development programs,” the Siberian Plenipotentiary of the President summarized.

Alexandr Povalko, General Director of RVC, emphasized that RVC is currently expanding the instrument set in order to support the business within the NTI:

“We are interested in formation of a wide pool of high-tech companies with products of different maturity stages - from prototype to market entry, herewith the export focus and orientation on global leadership are obligatory criteria. Siberia is one of the target regions for the NTI development with significant resources, strong scientific base and proximity to promising Asian markets.”

A number of the regions of the Siberian Federal District are already active participants in the National Technology Initiative. Thus, within the “NTI development” contest, organized by the fund for Innovation Promotion, 9 companies from Novosibirsk region and 12 companies from Tomsk region have already received grants. In 2018, the NTI Infrastructure Center in the direction of Helsnet was also created on the basis of the fund "Science and Technology Park of the Novosibirsk Academgorodok".


The National Technology Initiative (NTI) is a long-term program to create new markets and provide conditions for Russia's technological leadership by 2035 As of today, 8 “road maps” were approved for the AeroNet, Avtonet, Marinet, Neuronet, Helsnet, Energynet, Technet and Circle Movement markets, about 500 projects were received funding within the NTI.
Among the “through” NTI technologies are artificial intelligence, Internet of things, large data, quantum technologies, new and portable energy sources, new manufacturing technologies, sensorics and components, robotics, distributed registry systems, management technologies of biological object properties, neurotechnologies, VR and AR.
