RVC and Government of Chelaybinsk region have agreed upon implementation in the region of the National Technology Initiative (NTI), digital economy projects and programs, development of innovation ecosystem and stimulation of technological entrepreneurship and venture investment. Cooperation agreement was signed by the general director, chairman of the management board of RVC Aleksandr Povalko and governor of Chelyabinsk region Boris Dubrovskiy.
The agreement provides extension of interaction between RVC and Chelyabinsk region in respect to implementation of the advanced technological solutions in key NTI directions including neuro-assistive technologies and personalized medicine. Local projects that comply with the National Technology Initiative markets will be grown in the region.
Chelyabinsk region will be a venue for technological contests and NTI project sessions. RVC and region authorities will develop projects related to training of the personnel for the high technology markets. In particular, Government of Chelyabinsk region will support RVC's initiative to implement educational course "Innovation economy and technological entrepreneurship" in the universities. Within the framework of the course, students of the regional universities will be able to obtain skills in launching of the technological start-ups from idea to launching a development on the market.
RVC and the Government of Chelyabinsk region will also cooperate in the field of development of the venture investments, support of start-up community and holding of the acceleration programs.
In November 2017, Government of Chelyabinsk region, ISA and RVC approved a roadmap to form in the region the base conditions for NTI development by 2019. Based on the results of the work, "Chelyabinsk is a boiling point", SKOLKOVO regional operator was opened, two Yandex.Lyceum are launched, robotics cluster is developed.
In the region, Educational intensive trainings, acceleration programs and hackathons are held; NTI projects both regional and with federal support are implemented. For example, project of the company Copter Express — educational construction set for unmanned aircrafts "Clever 3" — was used in the engineering and technological shift "Breakthrough" based on the children technopark "Enginerika".
Regional NTI projects include "ElMetro Group" LLC that implements sensory projects, "Tridivi" LLC — computer vision (Neuronet market), R&P "Teko" JSC — development of universal base platform with digital signal processing (Technet market), "Kursir" LLC — mobile radio-measuring complex for avionics (Aaeronet market), "YURITS" LLC — "digital twin" of the objects of energy transmission and consumption (Energynet market).
In April 2019, Chelyabinsk region was recognized as one of the winners of the National Technology Initiative (NTI) contests organized by the Strategy Initiatives Agency (SIA) and Russian Venture Company (RVC). 16 out of 54 regions that submitted applications became the leaders. 10 of them, including Chelyabinsk region became the pilot projects related to development of the regional NTI model.
A plan of measures (roadmap) to form basic conditions for development of the National Technology Initiative in Chelyabinsk region in 2017-2019 was developed in July 2017 under the instruction of the region governor Boris Dibrovsliy and is implemented in Chelyabinsk region.
