The Novgorod Oblast to Become a "Piloting Factory" for NTI Projects



For the pilot implementation of the projects of the National Technological Initiative, a working group will be established in the Novgorod Oblast, including representatives of the NTI Project Office, the Administration and public authorities of the Novgorod Oblast, companies participating in the road maps of the NTI markets as well as individual technological entrepreneurs. The working group will develop a list of NTI projects within a three-month period, which will undergo testing in the pilot mode, taking into account the needs of the region. This agreement was signed by Andrei Nikitin, Governor of Novgorod Oblast and General Director of Russian Venture Company Alexander Povalko as part of the Open Innovations Forum.

"Our region has become a pilot region for the development and implementation of NTI projects. This means that the most advanced technologies appearing in our country will be tested in our region. Over the next three months, we will work with RVC to select these projects for implementation in the Novgorod Oblast," said the Governor of the Novgorod Oblast, Andrey Nikitin.

As part of the cooperation, the working group will have to determine the availability of administrative barriers and mechanisms for improving legislation in order to launch NTI products into market, to use new technologies for testing purposes and checking technological and functional features, and to develop a system for evaluating effectiveness of such solutions and products scaling opportunities.


"We are working jointly with the Government of the Novgorod Oblast to remove administrative barriers preventing from entry of NTI project products into market, by focusing on the pilot implementation of renewed legal framework in the region. We create conditions for concluding agreements with economic entities in the region, signing agreements on public-private partnerships and investment agreements. We are currently working on the use of NTI projects for test purposes, expert-analytical support for their implementation as well as on their promotion. We have already prepared road maps for piloting the first five projects. Some of them are graduates of the accelerator GenerationS, which are included in NTI road maps and now, thanks to cooperation with the Government of the Novgorod Oblast, will receive yet another very powerful impetus for the development of their advanced developments," said Alexander Povalko, RVC General Director.


Among the first pilot projects were solutions of Aeronet, Helsnet, Neuronet and Energynet markets:

1. Digital model of a typical region

Unmanned aerial photography systems, photogrammetric software and software for visualization and analysis of aerial photography data;

2. SleepAlert fatique driving warning device

Neuro interface for monitoring wakefulness of drivers behind the wheel;

3. Neuro-designer "Young Neuromodelist"

An educational set for examination of human bio-neurosignals (e.g., muscle activity, pulse and skin resistance modules, brain activity);

4. Remote monitoring of chronic non-communicable diseases

A set of personal telemedicine devices, medical decision support systems and data analysis service for continuous patient monitoring, remote informing the doctor about the patient's condition and for remote drug prescriptions;

5. A digital electric network area (ENA)

A scalable business model of a grid operator that surpasses similar companies in the United States, Europe and Asia by at least 25% in terms of aggregate technical and economic indicators;

6. The BAS Educational Set

A modular unmanned aerial system set, education stands and a teaching and methodical suite for teaching at schools, colleges, the Center for Youth Innovation Creativity and additional education institutions for children.


The agreement is implemented on the recommendation by the Presidium of the Council under the President of the Russian Federation on Economic Modernization and Innovative Development of Russia on the pilot implementation of projects in order to develop action plans in accordance with Protocol No. 3 dated July 18, 2017.
