RVC and ITMO have studied the effectiveness of innovation activities of universities

RVC and St. Petersburg National Research University of Information Technologies, Mechanics and Optics (ITMO University) presented the first Russian monitoring of the effectiveness of innovation universities. The presentation took place at the III Annual Forum of the regional innovation infrastructure "Ecosystem Innovations" on 5 December 2016 in Sochi.

As part of the monitoring, they investigated the activity of 40 federal universities, participants in the program of "National Research University" and Project 5-100. Among the leaders of innovation activity, there were the National Research Nuclear University MEPhI, ITMO University, Tomsk State University, Tomsk Polytechnic University and the North-Eastern Federal University.

The monitoring and evaluation were carried out in three main groups of indicators. The first group made it possible to evaluate the innovation and entrepreneurial university environment, including the number of resident team of business incubators, and availability of programs of innovation and entrepreneurial orientation. The second group refers to the transfer of technologies: amount of funds for research and development (R & D), the number of small innovative enterprises (SIEs) at the university, as well as their investment and income. The third group evaluates the impact of the university on the environment, in particular, work places created in SIEs, participation in regional economic clusters.

The monitoring has shown that innovation and entrepreneurial environment at universities is formed actively. Its development is one of the strategic priorities of universities and political support at the management level that is likely to become the key to future growth.

Among the three groups of indicators, the weakest results showed the block of technology transfer. Currently, the results of intellectual activity of universities with rare exceptions are not commercialised, and the created SIEs yet do not bring profit to universities. The technology transfer is mostly presented by off-budget research and development (R & D), engineering services commissioned by outside companies.

On the other hand, universities are beginning to play an increasing role in the socio-economic life of the region, although not actively participate in regional economic clusters. Creation of new work places through the development of small innovative enterprises with the share of university is at the primary level, in most cases, making a few dozen bets, and the leaders reaching 130 work places.

The work of SIEs of universities has significantly stepped up over the recent years. In 2015, on average, each company attracted 1.24 million rubles of investments. At the same time, there is a number of leading universities, whose SIEs have attract more investment and grants, several times higher than average. The average turnovers of SIEs are around 1.6% of the university budget. Although, there are several leaders, whose SIE share turnover is around 10% of the total budget. Twelve universities out of 40 have indicated that they do not participate in any cluster, but the vision of a modern university assumes central forming role in the formation and operation of the cluster in their region. Fifteen universities are involved in 1-3 clusters, 6 – occupy leadership positions, working with 4-6 clusters.

The performed monitoring was of a pilot nature, it is planned to improve its technique, to hold talks with rating agencies about the possibility of sub-rating of innovation universities in their structure.
