"The basic research sometimes give small results that can be capitalized in an incredible way"

During one year of work on the National Technology Initiative (NTI), the participants learned how to formulate technological barriers, allowing to create new markets in which Russian companies are able to take a leadership position and get capitalized, said the manager of the "Young Professionals" direction ASI Dmitry Peskov at the meeting of the Presidential Council on science and education on 23 November 2016.

"Technological barriers are formulated, for example, for the same drones — the barrier of autonomy, noise barrier, and security barrier. And today we are able to set goals for the research teams that will transform basic research into knowledge, and this knowledge — into technology, capitalized on the world markets", said Dmitry Peskov.

As an example, he gave the samples of successful development of the Institute of Chemical Physics, Russian Academy of Sciences on hydrogen batteries, as well as a consortium of Moscow State University named after Lomonosov, the Institute of Higher Nervous Activity and Neurophysiology of the Russian Academy of Sciences and "a number of other institutions" on the return of the eye sensitivity by optogenetics methods.

"It would seem a small scientific problem, but a similar company in which we have invested a tiny tool, this summer was sold to the world market leader for $ 560 million", said Dmitry Peskov.

According to him, investment in research and development are the main prerequisite for the survival of companies participating in the NTI in new markets.

"No public funding alone will solve the problem of raising new markets and raise fundamental research to this level", says the manager of the "Young Professionals" direction of ASI.

The solutions that are capable of providing Russian companies with global leadership are necessary to be searched for at the interface of basic research and market technologies.

"It is essential that basic research sometimes give small, insignificant concomitant result that you can capitalize in an incredible way," said Dmitry Peskov. “Within the framework of genetic research small tool, we all know it — CRISPR / Cas9. Now, if the patent is received, according to various estimates, it will cost hundreds of billions of dollars, possibly up to $ 1 trillion. One patent of the same technology."

The foundation of our company's success on the world markets, according to Dmitry Peskov, has to be a strategy of scientific and technological development of Russia in the long run.
