Experts: amendments to the law on education will help solve the personnel problem of the NTI circles

The press service of the Circle Movement added that if the State Duma approves the amendments, the students will be able to work and receive wages.

Amendments to the Federal law on education will allow students to formally work with schoolchildren, it will help solve the personnel problem of the National Technology Initiative (NTI) circles. This was stated by TASS on Monday in the press service of the Circle Movement.

“In the “Education” National project, special attention is paid to the additional education of schoolchildren, primarily in the area of information technology and technological creativity <...> Today, the system of additional technological education for schoolchildren is actively developing in Russia, but it is faced with a large personnel problem — the lack of teachers who can teach children using robotics, programming and assembling of UAVs, the basics of neurotechnologies. Moreover, practice shows that students do an excellent job with such tasks. We are sure that the amendments will help solve the personnel problem of the NTI circles and will contribute to the achievement of the goals of the “Circle Movement” roadmap of the National Technology Initiative”, — the press service quoted the words of the Deputy Minister of Education of the Russian Federation.

According to her, students do not have the right to conduct circles, although in many universities they are engaged in teaching schoolchildren to make projects, act as mentors and arrange new technologies together. The press service of the Circle Movement clarified that if the Lower House of parliament approves the amendments, the students will be able to work by profession and receive wages, and not just practice. In this case, the relevant departments — the Ministry of Education, the Ministry of Labor and the Ministry of Education and Science — will develop the conditions and procedure for admitting students to work at schools.

The project with amendments to the Federal law “About Education in the Russian Federation” was initiated by the government and submitted to the State Duma of the Russian Federation for consideration. The amendments, in particular, allow teaching activities for students of secondary vocational and higher education programs. Currently, only teachers with higher or secondary vocational education are allowed to work at schools.

The NTI Circle Movement is an all-Russian community of enthusiasts of technical creativity, created on the basis of the relevant NTI roadmap. The NTI objectives and opportunities are integrated in the “Science” National Project.

The “Science” National Project has been developed in accordance with the May decree of 2018 by Russian President Vladimir Putin. According to the goals of the National Project, in 2024, Russia should be in top five leading countries of the world in scientific research and developments in the fields determined by scientific and technological priorities. As a result of the implementation of the national project “Education”, the global competitiveness of Russian education and the entry of the Russian Federation among the top 10 countries in terms of the quality of general education should be ensured. Its total budget will be almost 784.5 billion rubles.
