RF authorities set, for the nearest years, the task to transfer to the Russian economy and industry to digital way. There will appear a new separate position of Vice Prime-Minister for this direction. However, life in new reality required not only significant financial expenses, but also significant change in the legislation, revision of the strategies in many fields including education. One of the discussions at SPIEF will be devoted to how to re-structure the labour market for digital reality. Dmitry Peskov, Director of the department "Young professional" of the Strategic Initiatives Agency told about the innovations that are gradually integrated in Russia in his interview with RIA Novosti. Darya Stanislavets carried on the conversation.
— Today knowledge that are most important for digital economy, for example work with data, are quite accessible. The only thing that is missing for successful education and further carrier, is motivation. Knowledge is under our feet. The matter is in the desire to bent over and pick it up.
This problem can be solved for the countries with quite a lot of young population. for example, India and China, where 300 million of your people want and can learn, have a unique chance to become the absolute leaders in the coming economy of future. In addition, for Russia, this situation creates not quite realized, but very serious geopolitical challenge, because our demographic tendencies are abslutely different. Unfortunately, within nearest 15-20 years, we will have significantly tight demographic abilities when the most thin generation will come to adult life.
Besides, this young generation is actually taken out: unemployment is in historical minimum, the State for the last 15 years very actively bound people to analog economy training specialists under the companies order. That is why there is no answer to the question with whom should we build digital economy, who will create thousands and tens of thousands start-ups. And re-training of the adult generation is a very big challenge not address by anyone in the world yet.
Development of digital economy and people's desire to master in high technologies are affected by such unthought decisions, as for example, in case with Telegram. Such stories damage credibility of the participant of digital economy, and credibility is a key resource. By such actions, we can trigger one more emigration wave. However, we need to move forward.

— We have a number of advantages. We have good deep fundamental physical and mathematics education from the Soviet times that still trains one of the best programmers, system architects. The second advantage is the ability of our State to concentrate all powers and hit in one direction when we understand that it is actually necessary. If today for key directions, about 40 thousand people graduate, comparing this number with that India and China ability to train several tens of millions, it becomes clear how bad our chances are to take respected position in the global digital world without creating new educational methods.
Program "Personnel and Education" implies that by 2024 the State will increase this number by three times: from 40 thousand to 120 thousand. This is all about changes of the control numbers related to entrance to the universities, i.e. the State will allocate more funds for training of the information technology on State-financed openings. The number in the program — 800 thousand people who should by 2024 obtain cross platform information competences on intermediate level. In other words, if a person is graduated in management speciality and is going to enter civil service, he must understand how data works, how they are collected, how to manage them how to make a decision based on this data etc.
If a person goes to the humanities, there is also huge potential for cross platform integration with information technology. In order to create the necessary development impulse for entrepreneurship activity of the graduates, it is necessary to ensure accounting for the students start-ups as a graduate qualification work — this task is also included in the program.
— We work over this model with a number of universities. This is Saint-Petersburg polytechnic university, ITMO university, PhysTech, Sevastopol university, Novosibirsk university, Far East Federal University and others. This network is not all-Russia yet, but it is important for us to learn how to work with the best institutes and replicate their products.
Task of the program "Personnel and education" is to learn and teach to create project teams in which people can join having these or those digital competence. This is what the President told about at Address to the Federal Assembly. for us, this is the only way to advance in creation of digital economy because we cannot compete by mass.
Another program task is to stimulate mature people, professionals in their fields gain digital competences and be able to find new job in digital economy. For this purpose it is necessary to change employment service in the regions.
— Today, employment services in the regions are the dead stock left since the Soviet times that are engaged in stimulation of the activity, real labour distribution is not carried out. We have recently discussed this problem with the representatives of RosTrud and the Ministry of economic development. Unfortunately, it is not possible to change only employment services to make it work. Probably, within the framework of our educational project that we launch in July at the island Russian, we will try a model of digital employment service. Several regions are ready to integrate this model — Novgorod, Nizhny Novgorod, Perm and some other regions.
Program "Personnel and Education" also considers appearance of new digital certificates for the account of which the State will pay for training in necessary competence in digital economy for those who wants. In this relation, the program has quite ambitious task — 40% of population by 2024 should get necessary digital competence. It is expected to implement the certificates directly on the labour market from 2019-2020. It is all about online courses and of gaining demanded knowledge directly in the universities. It is all about mastering in the demanded competence or in training in the definite perspective speciality that is of great demand on the market.
But in order to make it work we need to understand that a person really needs it. He should come, register in the employment service. It is possible to register in different ways. Yes, you can queue up and fill in the paper application, and you can press a button in the mobile app, collect data, answer questions, pass through online testing in order determine what can develop you most of all in the direction necessary for the country labour market. That is why now there is a task to create such services using which the employer will see the potential employees.
Today, if you enter the labour market, it is not clear based on your diploma and CV what you can do. Here are two persons stating: Journalist. And how can you understand that he is a good journalist? Yes, you can make an interview or give a test task. Or you can just ensure that your CV contains accurate information.
And purpose of our program is creation of digital CV with accurate information — competence profile for anyone who wants.
— For example, there are courses that are really demanded on the market. They pass through the relevant accreditation. Record of passing through such courses will be uploaded in your digital CV. At the same time, it is your diploma, at the same time it is your employment book. And the employer, start-up and company will easily gather a team and understand what every person really is.
We must learn how to collect information about a person to offer him personalized development trajectory. It should be joined with the changes in labour market management, in Labour Code.
— First of all, the person himself should be present on it, i.e. owner of this profile should be not an employer, but a person. And only you can define what portion of information you want to share. You can say that you want to make everything public, including grades in third class at the end of the second quarter. Or vice-versa — I am not ready to share this information, I have a standard CV and this is enough for me.
In regards to the platform itself, different formats are discussed. One of the options that was discussed and didn't cause serious objections, is connection to Gosuslugi portal. In any case, you have a page there, and there can appear an additional tab containing your CV.
It doesn't mean that we will do it this year or next year, because it is necessary to make experiments, but such pilot projects are already carried out. Thus, the nearest several years is time for massive approbation with participation of educational organizations of all levels, employers, federal and regional executive authorities and all organizations interested in development of digital economy.
For example, part of this experiment is program announced by the president "Ticket to the future" (Project related to occupational guidance and issuance of grants for scholars of six-ten classes). Young people enter internet, pass through testing, based on which they get recommendations for future profession and tell of where they can get and develop it. It can be a university, college, online program. After graduation, the educational institution or course organizer applies to Worldskills for indemnification of services.

— It will be launched in the autumn. Its cost is 1 billion roubles. It will last for several months as it is designed for about 100 thousand people.
— At the first stage, more than eight thousand applications were submitted. The teams from the regions, about 50 people applied from the Ministry of Economy Development, submit them. The best expert in information technology from the European committee, Government of Great Britain, Global Bank, Harvard business school, Skolkovo and others will teach course listeners.
All participants will wear bands during the intensive training. They will serve to track down participants condition, their subject reaction to activities in which they participate. It will help to form individual educational trajectory, select and recommend new challenges.
The graduates of the experimental 10-days course will be: a civil servant that can manage processes based on big data judging by his own opinion; technology entrepreneur who wants to participate in setting up of the company with global ambitions; owner of a unique competence in cross platform technology who doesn't manage and act, but who can be a source of revenue for the entrepreneurs managed by the civil servants.
— It hasn't been decided yet. Task is to create a highly intensive educational process when students learn from morning to evening, form teams and accumulate information. Based on the results of education, the graduates will get a system of recommendations on where they need to train further in order to advance these or those competence or implement these or those projects. They will be able to get back to the "University 20.35" every year (National Technology Initiative project ensuring professional development of a person in digital economy — editor) to complete their studies. Logic of the "University 20.35" is not to enter it for one time, study for several years and receive a diploma, but is that you join to its programs at any time when necessary.
The first digital university should appropriately work in 2020, it will act till 2035. Education results will be reflected in the graduates' digital CV's.
— On the SPIEF first days, a meeting of the "University 20.35" program committee. We will meet all the partners of our experiment that will be made on the island Russian - with scientific organizations, federal governmental departments, regions.
Within the framework of the forum, we will discuss the options to move to action labour market in digital economy epoch, how learn to train personnel faster than the documents are prepared to them. We will have a very interesting session about legal limitations in singularity epoch — when the world changes fast and legal regulation cannot keep with it. And the question is what to do with it.
