Sport of high technology achievements: what is "Island 10-21" project and how to become its participant

From 10 to 21 of July, National Technology Initiative University «20.35» will hold its first intensive training at the island Russian where 1000 people — leaders of technology development in Russia — will gather. Organizers of the educational project (NTI University «20.35», SIA, RVC, ANO «Digital economy» and FEFU) decided, within several days, to train project participants in skills that are necessary for digital economy development and that are usually trained for several months.

The technologies that the participants will work with include — big data, artificial intelligence, distributed register systems, new and portable power sources, wireless connection technologies, neurotechnology, virtual and augmented reality and new production technologies. More information about what to prepare for at the intensive training, how to become it participant, how this format is different from the classic educational programs and if it is worth to sleep fours a day, is provided in our material.

"Island 10-21" is the first in Russia educational project for intensive training of the personnel for digital economy and National Technology Initiative. "Island 10-21" intensive training will be held in July at the island Russian (Vladivostok) based on FEFU campus. "Island 10-21" program is an experiment because the organizers gather the most motivated people of different ages. Thus, 1000 people from all over the country will participate in the project, they include technological entrepreneurs, data analysts, engineers, students, talented scholars, regional and federal officers. Lecturers, mentors and tutors for the participants will be holders of competences and best educational practices, necessary to develop digital economy. The project is aimed at development of competences in all participants in the field of digital technologies and cross-industry technologies in combination with skills in personal and team performance management. With these competences, technologies and use techniques, the project participants will become leaders in technological changes and the most demanded specialists on the labour market for technological companies, public corporations, large industrial enterprises, regional and federal projects management teams, will be able to create and develop successful technological projects on their own, as intensive training organizers say.

"The main request existing today is training of people for the rapidly appearing professions, for which the existing educational system and labour market can't move fast enough. Both in Russia and in the world, there is huge deficiency in people that can work with big flows of data, with what we call cross industry technologies (i.e. work with the computer analysis and modelling technologies), with distributed registers, artificial intelligence, internet of things and many other areas where a good programmer or engineer is not enough. Deep understanding of new tasks that appear at the borderline of technological, humanitarian and natural subjects. If the specialist are trained in a traditional way, the interesting, but sad effect appears. According to our forecast, development and integration of the development program for the relevant technologies takes six to eight years. The problem is that during this time profession content changes by more than 80%. When we get new graduates, their knowledge will be outdated. In order to develop new approaches to training of the up-to-date skills, according to the expert, it is necessary to implement several steps. The first step — avoidance of intermedium: competence bearers should train those who want to adopt them directly. Organizers of "Island 10-21" set the task to determine what people can get competences and how to motivate them correctly. According to Dmitry Peskov, it is necessary to know many things about project participants; that is why we need to learn how to collect information about them, that do not reflect their education results, but allow working with their motivation, attention management — with the skills that are considered impossible to train.

Conditions of stay the "Island" will challenge everyone. Thus, not less than 10 educational hours a day in highly intensive mode without a break are waiting for the participants — as the organizers estimated, only four hours will be left for sleep. Moreover, the organizers will constantly collect information about how the students cope with the tasks, when their pulse increases, what grades they get from the other participants, they will also document attention parameters by measuring pupils size and many other factors that will help organizers offer to the participants the most optimal competences for them. In other words, all choices, steps and activities made by them, form their digital footprint that will certify new competences. All achievements will be documented and upon the participant's desire, stores in the data bank available to all most respected employers and technological teams of the country.

From this point of view, we consider this project as an element of a more global project NTI 20.35 that implies collection and search for the reformatting or development of all existing technological and content solutions in education. This project is also a way the to quickly deliver the results of these educational trajectories to both people who know what they want and to those who are in search and who can be potentially interested. In this meaning "Island 10-21" is an independent project that can be a try to test a new instrument of fast training and re-training of personnel. When we become engaged in new markets, we understood that we need people with new competences that are traditionally trained in universities. People have to study on their own, but there is no oversupply in specialists with new skills", Alexandr Povalko, CEO, chairman of the Managing Board of RVC JSC.

Nevertheless, not only development of new competences is waiting for the participants at the island Russian - the project will provide an opportunity to manage carrier trajectories. According to Dmitry Peskov, the organizers will select the candidates to positions in authorities, development institutions, technological start-ups and other places and offer career development. A participant will decide how to dispose the competences he gained.

"One of the most important content focuses of the program is elaboration of the way to transform State control to data management. I believe that this is one of the most important tasks that are set before us for the nearest years — to transform analytic function of the Government and pass from intuition management to management based on data. At the "Island 10-21" we will take as a base only those data that are related to the island Russian, Vladivostok, Primorski Krai and Far East only and will try, based on them, to create the first guide", Vladimir Solodov, deputy Presidential Plenipotentiary Envoy in Far East federal district.

One of the technologies that will be used at the "Island 10-21" is digital footprint and digital profile of a person (the thing one thousand participants will graduate with instead of paper diploma or a certificate of passing through the intensive training). Digital footprint in its turn is conformation of the competences necessary for work in digital economy and received by the project participants for 10 days of participation.

"Island 10-21» is entrance in the uninterrupted trajectory of professional development during the entire further participant activity. Collecting maximum information himself, getting the idea of a person can do today, and what he has to master in, he will be able to start his development trajectory and University 2035 will offer online and offline formats. At the island Russian, within the intensive training framework, accumulating conformations of the competences each day, the participant will be engaged in different activity types and will check his capabilities in practice. Capital he will graduate with will stay with him forever: he will be easy to find, easy to get employed and get involved in interaction with the equal project graduates as he is", Vasiliy Tretyakov, head of the project division "NTI University".

Process of digital data collection was included by the organizers in the participants selection procedure and now the first candidates pass through the different test formats, questioning and games that determine human motivation, his personal qualities and what he can do. A personal educational track will be created for each participant where he will get competences necessary exactly to him. The base for selection is artificial intelligence algorithms that reveal in what competences a person matches those leaders who also come to the project. The analogous principle will be used to select those who will teach. Despite the organizers have already invited representatives of the leading technology companies, universities and entrepreneurs, the open enrolment is set up and any bearer of the educational practice that can be confirmed can come.

Any Russian citizen can pass though the testing. Based on the results of two-hour testing that is carried out in a free game form (a candidate will have to answer the questions of a chat-bot of one of the popular messengers), for every participant, a system will issue personal recommendations for further development, for example, what online courses (free and paid) are necessary to liquidate competences deficiency, what books to use in training. The service is provided to everyone until May 12. The organizers also notice: if the testing results reveal candidate's talent in one sphere, and rating in all other fields will be lower than the others have, he can still be selected, as we are interested not only in those who is good in all directions, but also those who demonstrate vivid talent in one of the industries (communication, data, emotional intelligence and other).

"Digital economy has come and we train personnel that should work in it. That means that we, universities, didn't figure it out in advance that we should have trained the personnel earlier. This is a big challenge for the entire university community. We as a classic university, try to maximally address the challenge set forth before us. For example, FEFU became one of the NTI centers in the following directions: neurotechnology, virtual and augmented reality and resources of these laboratories will be used to the full extent during the intensive training. There is sport of records, and mass sport. I think that this event is sport of records, we prepare leaders of the future, but if we don't react to what happens, don't open relevant educational programs related to digital economy, form life culture in digital epoch, culture of data economy, we won't form the future in complex. The most important thing is the ability of cooperation between all institutions that participate in NTI project implementation", Nikita Anisimov, rector of the Far East Federal University comments.

A lot of educational module formats are planned for "Island 10-21" projects including:

"X-labs" — laboratories that help individually or in a team get involved in making solutions of the current tasks in the field of cross industry technologies (big data, artificial intelligence, distributed register systems, new and portable power energy sources, new production technologies, wireless connection technologies, virtual and augmented reality, sensory and robotics components).

"Digital GTO" — short-term intensive courses make it possible to quickly get and demonstrate skills in use of the digital instruments.

"Thinking Clubs" — technologies of system thinking, solving inventory tasks, future design and forecasting, activity modelling and work with the projects.

"Work with the global markets" — master classes from those having successful experience of creating products; "fine-tuning" of the digital business competences and skills of intercultural communications.

How to get to the island?

Submit your application for participation and pass through the testing on the website. The first stage will last until May 12; test tasks can be passed through in any order. The participants who successfully pass through the first stage tests will get to the second stage. The second stage will determine the winners, it will be held on May 15-26. Following the results of the second stage 1000 people will be invited to participate in the project «Island 10-21» and will proceed to preparations for the future educational intensive training at the island Russian.
