Manager of the department "Young Professionals" of the Strategic Initiatives Agency Dmitry Peskov told to "Izvestia" of why it is necessary to teach technological entrepreneurs for budget funds, why students of the National Technology Initiative university will wear electronic bands and why their lecturers will get million grants.
— Five years ago more than 90% of the modern professions necessary for the digital economy didn't exist. Educational system with the standard diplomas just fail to comply with the labour market requirements.
Besides, there is a problem of data reliability in these diplomas. This is why no one checks the grades set in it. When a your specialist comes to the organization, the employer in place examines what he can do.
National Technology Initiative university "20.35" is created to train within the short term the specialists for professions that don't have the formal rules, professional and educational standards. In addition, it appears that there is no ground to issue the diploma. These professions are not set forth in the State legal field. Moreover, there is sense to include them in it. While we pass through all bureaucratic procedures to develop and approve the standards, the professions will become outdated.
This is an educational experiment, the result of which will be not a diploma, but a digital CV with the actual competences set. What skills were demonstrated at the exam?
— There are not less than 100 thousand vacancies related to digital technologies in the country. If you need, for example, artificial intelligence integration specialist where will get the one? There is such no educational standard. And there is no university that would train people receiving the diploma with the record: "Artificial intelligence Specialist".
No experts for distributed ledger that is commonly called blockchain, or for quantum technologies. For some application aspect of the genetic technologies. For the issues related to launch of the products on new markets.
Our industry switches to product design in complication multi-dimensional models. But there are no digital modelling specialists. Such specialist are in great deficit.
All above mentioned and many other professions don't exist. Educational market doesn't offer them. And there is a great demand.
— New companies are not established and don't grow because they cannot find the specialist. They don't grow, this means that they don't pay taxes. And it means that the State has less funds to fulfil its pension obligations, for education, medicine. The dependence id direct: there are no specialists that are required by the modern high technology economy — it means that we cannot earn money based on such economy. We stay dependent exclusively of oil sale.
— Absolutely. But are limitations. Breakthroughs are not made by a single person. Time of individualist, time of genius primary constructors has passed. Today, breakthroughs are made by the teams that can work efficiently while they are geographically distributed. One person can work in Vladivostok, the other one - in Singapore, the third - in Moscow or Ryazan. In different time zones, speaking different languages, being of different cultural traditions, they should be able to work together to create these new products. No one trains such skills today.
— Much faster. In order to train better and faster, we need to learn how to do three main things. The first one is to estimate a person. When the candidate enters the university, he can select the faculty, department. However, is the program good for him? Are there suitable people together with whom he will learn? No one knows, no one analyses and evaluates.
We are going to make an experiment at the island Russian, the first thread within the framework of the educational intensive "Island 10-21" will be trained there. Our task is to collect maximum information about a person for precise profiling: with whom it will be more comfortable to learn in a team, what material type is better comprehended by him.
Then we will test student's knowledge and offer not a unified set of courses for everyone, but an individual course for each of them. May be some courses are not necessary to the person — many student know more about the new technologies than their lecturers do.
— Today we have methods that are able to not only give knowledge, but also train new skills of attention management. Including with the use of what is called in smart language biological feedback devices.
In particular, during "Island 10-21" intensive program we expect to use special bands that will monitor physical parameters of each student. The student will get a personal device that will read these parameters and we will analyse them. Students will get a training program, for example, attention management. To make a human efficiently participate in the educational process with maximum focus for 45 minutes or longer (depending on a situation).
This is what is called accumulation of digital footprint. We want to know how a person learned on the first day and how he works on the same tasks on the tenth day. We want to learn how to measure person's progress not during, for example, half a year, "from session to session", but during short intervals. Are the parameters getting better? What the student knows better? Is he working a team more efficiently, can he manage his attention? more efficiently? Now many times he was distracted during such training? Has the person gathered a professional social network according to his interests in order to work jointly on the project? These parameters will be counted in the digital footprint.
— We will call our partners. We will offer to any teaching personnel that thinks it can train on the best worldwide level to join our grant program. Very good grants will be offered - up to 1 million roubles.
A lecturer will need to come in July to the island Russian and implement there the intensive program according to our requirement for our students.
