Prime-minister Dmitry Mededev signed five ordinances to approve roadmaps related to implementation of the National Technology Initiative (NIT) directions — Technet, Autonet, Marinet, Neuronet, and Aeronet. The documents contain detailed plan of the events to fulfil these roadmaps.
Besides, the documents assigning to Russian Venture Company JSC functions of the NTI project office in part of organization of the competitive selection of NTI centers were signed. Non-profit organization "Fund for support to the National Technology Initiative Projects" is assigned operator functions in relation to NTI centers financing. Regulations on organization and holding of the technological competitions for the purpose of NTI implementation. New financial support instruments for the projects included in NTI roadmaps are specified.
All «roadmaps» will be implemented step-by-step starting from this year for the perspective by 2035. The purposes are set up for each step that should be achieved, delivery terms, authorities responsible for this process. In 2018, budget funds of 9.6 billion roubles were assigned for NTI projects implementation.
Autonet plan is aimed at development and advancement of the unmanned transport technologies, service telematics platforms, navigation technologies, driver-assistance systems, cyber-security technologies, wireless communication systems of new generation, electric transport technologies, other transport technologies using alternate fuel and related services.
Aeronet: This plan implies development and integration of the procedures regulating actions of the legal entities and individual entrepreneurs using unmanned aviation systems.
«Neuronet»: This plan implies system regulation for the following directions: "Neuropharma", "NeuroAssistants and Artificial Intelligence" and "Neuro medical devices".

Marinet plan is aimed at increasing of the competitive ability of the Russian marine facilities, perfection of technical regulation, standardization and certification of marine facilities, beta-testing of new technologies in marine facilities, development of the international regulation in marine industry.
Technet: The plan purpose is elimination of the barriers for the use of digital design and construction documentation and virtual tests, adjustment of the technical regulation system to specifics of the new production technologies, stimulation of the use of new materials. On Monday, a directive was published that specifies new financial support instruments for the projects included in the National Technology Initiative roadmaps correcting the process of expertise and selection of such projects. The solutions are aimed at extension of the NTI participants range and will contribute to development of new perspective high-technology markets, the Government explains.
A provision stating that the heads (co-heads) of the task forces engaged in development of the NTI roadmaps are approved by the presidium of Soviet under the President of Russia for economy modernization and innovation development. The list of participants engaged in development and implementation of NTI roadmaps is amplified with the infrastructure centers — non-commercial organizations developing separate NTI directions.
Deliverables accompanying NTI projects are set forth in the NTI projects provision. Powers of the NTI project committee which staff is approved by the interdepartmental group are determined. Powers of WEB-Innovation LLC related to consideration of the NTI projects that may be supported by State corporation "Bank of Development and Foreign Economic Affairs (Vnesheconombank)". According to the resolutions adopted at the session of the Presidium of Soviet under the President of Russia for economy modernization and innovation development, held on July 18, 2017, powers of the Ministry of Science related to creation and development of NTI centers based on the educational organizations of higher education and scientific organizations, holding of the technological competitions, ensuring that non-commercial organizations assigned with the functions of infrastructure centers realize the programs of separate NTI directions.
Resolution №402 authorised Russian Venture Company JSC (RVC JSC) for function as the NTI project office in part of organization of the NTI centers competitive selection, and Non-profit organization "Fund for support to the National Technology Initiative Projects" is assigned operator functions in relation to the NTI centers financing.
Rules and terms for subsidy granting from the federal budget to the operator that will finance NTI centers by providing grants for the purpose of development of the corresponding NTI direction are set forth as well. NTI centers for each NTI direction will be selected from the non-commercial organizations on a competition basis.
Requirements to the operator and NTI center, conditions and procedure of grants and subsidies provision, requirements to reporting and control of compliance with the conditions, purposes and procedure of grants and subsidies provision, as well as responsibility for violation are determined.
Directive No. 403 approves regulations on organization and holding of the technological competitions for the purpose of NTI implementation.
Technological competitions are open competitions between the solutions of the technological problems preventing appearance of new technologies and products, and technology competitions.
Competitions will be held according to the competition task.
RVC is assigned the functions of the technological competitions operator.
A list of the international, foreign and Russian premiums for outstanding achievements in the field of science and technology, education, culture, literature, art, tourism and mass media, sums of which received by the ta payers are not subject to taxation (approved by the directive of the Government dated February 6, 2001 No.89), is amplified with the premiums, winners and awardees of the technological competitions for the purpose of NTI, as explained on the Government website.
NTI is a long-term inter-agency program related to private and public partnership for assistance to development of the new perspective markets based on the high-technology solutions that will determine development of the global and Russian economy in 15-20 years. A system of roadmaps that are implemented as NTI projects is set as the main tool to implement NTI.
According to the information of the Government as of March 2018, eight NTI roadmaps are approved, which made it possible to launch 540 projects.
