On December 22, the competition commission formed by the Ministry of Education and Science of Russia, summed up the results of the competitive selection of grant recipients for state support of the National Technology Initiative centres at universities and scientific organizations. Six NTI Competence Centres have been selected, four of which are formed at the premises of universities and two — on the basis of scientific organizations. By order of the Government of the Russian Federation, RVC is entrusted with maintenance and monitoring of the centers’ activities.
For four "end-to-end technologies" (Technologies for Storing and Analyzing Big Data, Distributed Registry Technologies, Sensorics Technologies, Production of Robotics Components, Wireless Communication Technologies and Internet of Things), the contest commission proposed to hold an additional competitive selection in 2018.
In total, 7.8 billion roubles will be allocated for the state support of NTI Competence Centres in 2017-2020. State grants will be directed to financial support for the creation and development of centres. The funds will be spent on complex research, development, experimental projects; measures to ensure legal protection, management of rights and protection of intellectual property; educational programs aimed at forming competencies necessary for the development of NTI markets; measures to develop information, scientific, scientific-and-technical and innovation infrastructure of NTI.
State support of NTI Competence Centres is designed to overcome technological barriers to achieve leadership of Russian companies in the global NTI markets. An important condition for support is the implementation of a research and educational agenda by the Centres in a consortium with leading organizations in the relevant markets. Consortium participants are involved in the activities of the Centres, including defining specific projects and activities, taking into account prospects for their commercialisation. The total number of consortium participants in the applications received exceeded 570, two thirds of which are business representatives. Among them are such companies as ABBYY, SberTech, Yandex, Intel Technology, MDGs and others.
